Joe is currently the Senior Graphic Designer for the City of Yonkers, NY. He was transferred over to the City in 2014 after 23 years as lead designer for the Yonkers Public Schools. Joe has had an outstanding career as a designer and photographer. During his tenure in Yonkers, the school district has won over three dozen New York State School Public Relations awards along with seven National School Public Relations awards, all for Excellence in Design. His design skills were sought out by other organizations as well; he has worked on projects for The Guggenheim Museum, Sony Design Center, Dansk International Design and NASA.

As a professional artist and photographer, Joe has exhibited at a variety of galleries. His latest work can currently be seen at the superintendents gallery located on the fourth floor of the Yonkers Board of Education. It is a collaborative effort between Joe and photographer, Maurice Mercado. Their work is a unique vision of school buildings throughout the City of Yonkers. “It’s important for people to understand that the entire creative process is what makes a successful image,” states Panella. “It all starts behind the lens of the camera. You shoot twenty or thirty photos of one subject and walk away with only one image that captures the emotion, depth and composition you are looking to express.”
This is not the first time Joe and Maurice have collaborated on a creative project, in 2004 they won a Telly Award for a documentary they filmed and produced entitled, “USS Princeton: Lost But Not Forgotten." This documentary was recenlty submitted to the 2015 Yonkers Film Festival where he hopes it will debut to the public.

In 2010 Joe was selected to participate in the Animals in Art exhibition at Louisiana State University. He was one of 204 artists from 36 states, Canada and Poland. In total, 477 entries were submitted. Katherine Rutledge, juror and judge, selected 75 pieces for exhibition. This is the second time Joe's work has been selected for this exhibition.
